Hugh Mackenzie

Hugh Mackenzie is principal with the Toronto-based economic consulting group Hugh Mackenzie & Associates. He provides technical collective bargaining support to unions and general economic consulting services to governments, unions and other organizations in the non-profit sector on budgetary policy; public and private sector cost analysis; public finance; and economic policy. His research interests include provincial and federal budgets and budgetary policy; local government finance; and education finance. For twenty years, he was the Director of Research in the Canadian National Office of the United Steelworkers of America, responsible for technical support to collective bargaining, interest arbitration, economic and financial analysis and pension and benefits advice to local union officers and staff. He was responsible for guiding the union's policy positions on pension, benefits and other issues for more than fifteen years, and has played a key support role in negotiations with major employers. Hugh serves as co-chair and chief economist for the Ontario Alternative Budget Working Group. He serves on the Investment Advisory Committee for the Canada Post Pension Plan and on the Board of Trustees of the Ontario Pension Plan. Hugh has worked 30 years in a variety of capacities related to public policy development in the trade union movement, the private sector, and at all three levels of government. He is a graduate of the University of Western Ontario and holds a Master's degree in economics (public finance) from the University of Wisconsin (Madison).
