Dulce Amba Cuenca works as Team Lead, Regional Labour Relations for the B.C./Yukon Regions of The Professional Institute of the Public Service of Canada (PIPSC), the largest union in Canada representing scientists and professionals employed at the federal and some provincial and territorial levels of government. She has a Master of Laws degree from the University of British Columbia (UBC) and was called as a lawyer to both the Philippine and British Columbia bars. During the first few years of practice in B.C., she worked in class action litigation representing public consumers in claims against large corporations. Since then, Dulce has worked in the field of administrative, human rights, employment, and labour law since 2006 and has travelled across B.C., Yukon, and Ottawa representing workers and human rights complainants and professionals, provincially and federally. For a few years she worked for management in the education sector such as the British Columbia Institute of Technology and the Post Secondary Employers’ Association, advising on labour relations and bargaining. For eight years she worked for the B.C. Human Rights Coalition representing human rights complaints before the B.C. Human Rights Tribunal. A grateful immigrant who got her first job in Canada in 1996 by volunteering, Dulce is passionate about civic engagement and in contributing her knowledge and skills to the community. She served as Trustee of the Richmond Public Library Board for eight years. She currently serves as a Trustee of the Surrey Public Library Board and as a member of the College of Veterinarians of British Columbia’s Investigation Committee. She also holds employment and human rights legal advice clinics at Access Pro Bono.
