Ian R. Mackenzie was appointed as a full-time member of the Federal Public Sector Labour Relations and Employment Board in September 2021. He has been active in adjudication since his first appointment as a full-time member of the Public Service Staff Relations Board (PSSRB) in 2002. He was appointed as a vice-chairperson of the PSSRB in 2005 and served in that role, including for a period as the acting chairperson, until 2011, when he was appointed as a vice-chairperson of the Human Rights Tribunal of Ontario. In 2012, he started a dispute resolution practice in mediation and arbitration, including police arbitration. In 2013, he was also appointed as a part-time vice-chairperson of the Ontario Workplace Safety and Insurance Appeals Tribunal. Mr. Mackenzie was initially appointed as a part-time member of the FPSLREB in 2018.

Before his adjudication career, Mr. Mackenzie worked as a labour lawyer in private practice and then for federal public service bargaining agents. He was the executive director of the Professional Association of Foreign Service Officers from 1998 to 2000. He was also legal counsel with the Department of Justice in 1997-1998 and 2000-2002, working in the areas of judicial compensation and benefits and administrative law.

Mr. Mackenzie has a Bachelor of Arts (Honours) in political science, a Master of Arts in sociology, and a Bachelor of Laws. He is a member of the Law Society of Ontario.
