Matt Hopkins is Executive Director in the Toronto Transit Commission’s People and Culture Group, where he leads strategic HR and labour relations initiatives. In 2024, he served as lead spokesperson in five rounds of collective bargaining with TTC unions, including high-stakes negotiations with the TTC’s two largest unions where agreements were reached just ahead of strike deadlines. These were the first TTC negotiations in 15 years conducted after these unions had regained the right to strike. Matt brings a pragmatic approach to union-management relations, shaped by years of experience navigating complex labour negotiations in the public sector.
Matt holds a Master’s in Industrial Relations from Queen’s University.
