Anne Musacchio is the Senior Manager of Talent Management, Employee & Labour Relations with the City of Vaughan. The city was named one of HRD Canada’s Best Places to Work in 2025 and was also selected as the winner of the Most Effective Recruitment Strategy award category and an excellence awardee of the Excellence in Financial, Physical and Mental Wellness award category for the 2023 Canadian HR Awards. She brings over 25 years of experience in the municipal sector. Anne joined the City of Vaughan in 2014, following her tenure with the City of Toronto as a HR Consultant with the Employee & Labour Relations and Strategic Recruitment teams.
In her current role, Anne develops and implements people management strategies and recommends solutions which are aligned with the Corporation’s strategic goals. She also provides expert guidance on all HR related matters, including employment legislation and industry best practices.
Anne has extensive experience managing complex workplace investigations and has a strong background in labour relations. She also serves as the city’s Chief Spokesperson for collective bargaining negotiations. Her academic background is in Human Resources and has recently earned an Executive Certificate in Conflict Management from the University of Windsor.
