Assia Billig was appointed Chief Actuary within the Office of the Superintendent of Financial Institutions in April 2019.
The Chief Actuary prepares actuarial reports on the Canada Pension Plan, the Old Age Security program, the Canada Student Financial Assistance Program, the Employment Insurance Program, and pension and benefits plans for federal public servants, the Canadian Forces, the Royal Canadian Mounted Police, federally appointed judges, and Members of Parliament.
Prior to joining the Office of the Chief Actuary (OCA) in 2008, she worked in private pension consulting.
Ms. Billig is the former vice-chair of the International Actuarial Association (IAA) Social Security Committee and the chair of the Technical Commission on Statistical, Actuarial and Financial Studies of the International Social Security Association.
Ms. Billig is a fellow of the Society of Actuaries and the Canadian Institute of Actuaries. She completed her undergraduate studies at Moscow State University and holds a Ph.D. in Mathematics from the University of Alberta.
