David Delaney is an Employee Relations Consultant and Employment Equity Coordinator with the Halifax Employers Association (HEA) at the Port of Halifax. David’s responsibilities include managing the labour relations on behalf of the Employers of Labour at the Port, administering, interpreting, negotiating the collective agreement, and facilitating and executing diversity, equity, and inclusion (DEI) initiatives.

Prior to joining the HEA, David spent a decade with Bell Aliant & Bell Mobility in labour and HR consulting roles with several years supporting the Customer Care and Corporate Divisions, and all CTV and Radio Stations in New Brunswick and Nova Scotia. Highlights at Bell Aliant include: supporting over 1700 unionized and 400 non-unionized employees across 6 provinces with 9 collective agreements, instrumental in establishing a Chartered Accountant Training Office, retooling the performance improvement process for unionized employees, editing Bell Aliant polices; transitioning them to gender neutral language and developing the Suicide Awareness and Prevention Policy which Bell Canada templated for their National Policy on Suicide Prevention in the Workplace. At Bell Mobility, David negotiated pilot projects into the collective agreements with both Unifor and Teamsters, capitalizing on the synergies between radio and television for on-air personalities and segments and had a greater than 95 percent turnout with 100 percent ratification vote on the Teamsters contract in 2016. Before Bell Aliant, David spent approximately 9 years as an Executive Recruiter with Staffing Strategists/CareerBeacon.com and Robertson Surrette, building practises in the engineering, not-for-profit, oil and gas, and accounting sectors.

David is a graduate of Saint Thomas University in Fredericton, N.B. and the HR Leadership Academy, Corporate Leadership Council out of Washington, D.C. He also holds both the Chartered Professionals in Human Resources (CPHR) and Registered Professional Recruiter (RPR) designations. David is a member of CPHRNS and is an active member on the Professional Development Committee.
