A partner in Stewart McKelvey’s Halifax office, Level Chan advises employers, pension and benefit plan sponsors, and administrators, providing counsel for many of the largest pension and benefit plans in Atlantic Canada. He assists clients with managing risk and liability in the governance, administration, investment management, and amendment of pension and employee benefit plans. Recent highlights of his work include the 2022 Independent Review of the Nova Scotia Public Service Superannuation Plan and submissions to the Canadian Association of Pension Supervisory Authorities (CAPSA) on updates to the Guidelines for Capital Accumulation Plans.

Level has been recognized nationally by Lexpert as a Rising Star, and by Lexpert, Chambers, and Who’s Who Legal for his pensions and benefits work. Level has also led various law reform submissions on pension and equality legislation at the Federal and provincial levels, and has done advocacy work on addressing system discrimination in the legal profession and increasing the diversity of the judiciary and Canadian Bar Association (CBA) leadership. He is president of the Atlantic Canada Chapter of the Federation of Asian Canadian Lawyers, co-chair of the Racial Equity Committee of the Nova Scotia Barristers’ Society, and currently serves on a number of committees at Dalhousie University.
