Matt Prescott oversees the Health Employers Association of BC’s (HEABC) labour relations, legal, collective bargaining, physician negotiations, and agreement implementation services for HEABC members and the Provincial Government. In his current role as Vice-President, Legal Services, Negotiations & Labour Relations, Matt provided strategic leadership and coordination for the health sector’s labour relations response to the COVID-19 pandemic, and HEABC’s collective bargaining in 2022–2023 for the renewal of the six health sector collective agreements and the Physician Master Agreement. Before being appointed Vice-President in May 2019, Matt led the expansion of HEABC’s Physician Services team as it took on the role of leading Physician Master Agreement negotiations on behalf of the Ministry of Health. He has extensive knowledge of labour and employment law and litigation processes, and has successfully led all aspects of collective bargaining in complex, multi-stakeholder environments.
Matt first joined HEABC in 2008 as a Labour Relations Consultant and has been successfully promoted to increasingly senior roles throughout his 15 years of service with HEABC, including time as Legal Counsel and as Executive Director, Legal Services & Strategic Labour Relations.
Matt graduated from the University of Victoria Faculty of Law in 2005 and began his career in the Labour & Employment group at Fasken, a leading international business law and litigation firm, where he represented public and private sector employers before provincial and federal courts, arbitration panels, human rights tribunals, and labour relations boards.
