Paul is a Senior Counsel with the Legal Services Branch of Ontario’s Treasury Board Secretariat (“TBS”). Paul regularly represents the Crown before administrative tribunals including the Grievance Settlement Board, the Human Rights Tribunal of Ontario, the Ontario Labour Relations Board and the Workplace Safety and Insurance Appeals Tribunal. Paul also appears before all levels of the Ontario courts. Paul advises clients on a wide array of labour and employment matters, including advice on collective agreement interpretation issues, human rights (including discrimination, harassment and the duty to accommodate), terminations, discipline, innocent absenteeism, employment standards and pension and benefits. Paul received a Bachelor of Arts Degree in Economics with distinction from McGill University (1994), a Bachelor of Laws from the University of Windsor Law School (1998), with awards in Labour Arbitration and in Commercial Law, and a LLM in Labour and Employment Law from Osgoode Hall Law School (2008). Paul was called to the Ontario bar in 2000. Before joining the TBS Legal Branch in April 2006, Paul articled and then practiced law at a leading management side labour law firm in Toronto. Paul has authored seminar papers and articles about many labour and employment law issues, including a published article on a complex employment-related human rights issue in a leading Canadian labour law journal.
