Reagan Ruslim is Senior Legal Counsel with the Law department of Hydro One. Reagan provides practical legal advice in the areas of labour, employment, human rights, occupational health & safety, workplace investigations, pensions, benefits, and corporate ethics to the team at Hydro One.
After earning an Honours Bachelor of Business Administration (co-op option) from Wilfrid Laurier University, working as an auditor with Deloitte, and earning the designations of Charter Accountant (Canada) and Certified Public Accountant (U.S.), in 2006, Reagan completed his law degree (LLB) at the University of Western Ontario, focusing on labour, employment, and taxation law. He articled at Hicks Morley LLP. Reagan then practiced with two prominent boutique labour and employment law firms for over 9 years, during which time he appeared before all levels of courts, including Ontario Provincial Offences Court, the Superior Court of Ontario, the Ontario Court of Appeal, the Supreme Court of Canada. Reagan also represented clients at the Human Rights Tribunal of Ontario and at multiple labour and interest arbitrations.
In 2014, Reagan earned his Certified Human Resources Professional (CHRP) and Certified Human Resources Leader (CHRL) designations from the Human Resources Professional Association of Ontario. That year, Reagan also earned his first Master of Laws degree (LL.M.), focusing on labour & employment law, from Osgoode Hall Law School. His LL.M. thesis, Unjust Dismissal Under the Canada Labour Code: New Law, Old Statute, was published by the Western Journal of Legal Studies (https://ojs.lib.uwo.ca/index.php/uwojls/article/view/5607).
In 2016, Reagan appeared as co-counsel to Mr. Wilson, the successful Appellant, at the Supreme Court of Canada in Wilson v. Atomic Energy Canada Ltd. (2016 SCC 29). At issue was the meaning of the term “unjust dismissal” within the Canada Labour Code. Reagan’s published paper was cited in the decision of the majority of the Court, who ultimately found for Reagan’s client.
In 2019, Reagan completed his second LL.M. at Osgoode Hall Law School. The focus of this LL.M. was in the complex and challenging area of taxation law. That same year, the American Society of Human Resources Managers in the United States awarded Reagan the designation of SHRM-SCP (Senior Certified Professional).
