Born in Jamaica and raised in Canada, Winslow Taylor’s academic foundation is in Forensic Science and Criminology, disciplines that shaped a career deeply rooted in justice and accountability.
In 2007, Winslow began as an Investigator with Ontario’s Special Investigations Unit (SIU) under the Ministry of the Attorney General. Over nine years, he advanced from a part-time, on-call investigator to a full-time Lead Investigator. His work involved complex cases of serious injuries, sexual assault allegations, and deaths in police custody — situations where human rights considerations were paramount, particularly regarding the treatment of individuals while detained. During this time, Winslow honed advanced investigative techniques, including Cognitive Investigative Interviewing, and became an instructor for the internationally recognized PEACE Model of investigative interviewing.
Continuing within the Ministry, Winslow served as Manager of Investigations at the Office of the Independent Police Review Director (OIPRD). This role focused on police oversight, addressing complaints under Ontario’s Police Services Act. Winslow’s work here reinforced his expertise in accountability mechanisms and systemic human rights protections within law enforcement. Winslow then transitioned to the Solicitor General – Correctional Services, where he managed investigations into staff misconduct and led the use of force oversight portfolio. He redesigned and implemented Ontario’s Use of Force Auditor Program, strengthening safeguards against abuse and promoting transparency in correctional settings.
Since June 2024, Winslow has served as Director of Human Rights and Investigations at the Toronto Transit Commission (TTC). In this role, he has championed a people-centered approach to complaints resolution, implementing a modern Case Records Management System and creating an Early Resolution Team to address issues efficiently and equitably. These initiatives have significantly reduced backlog and enhanced access to justice for TTC employees and customers, reflecting Winslow’s commitment to human rights, fairness, and organizational accountability.
